Rapid City’s 15 medical cannabis dispensary certificates awarded

South Dakota Lottery officials oversee selection process.

PIERRE, S.D. — The recipients for the 15 certificates for medical cannabis dispensaries approved by the Rapid City Common Council have been decided.

On Wednesday, March 9, the South Dakota Lottery oversaw a drawing from among the 47 provisional dispensary licenses that the Council approved in 2021.

Each provisional licensee was assigned a number, 1-47. Lottery officials then used their random number generator. The first 15 received certificates.

The 15 in the order selected are:

  8. #23 – Puffy’s LLC – 3310 Cambell Street
  9. #19 – Greenlight Dispensary – 840 Timmons Ste 6A
  10. #22 – Hive Collective LLC – 918 E North Street
  11. #20 – Greenlight Dispensary – 840 Timmons Ste 7B
  12. #30 – Puffy’s LLC – 902 East Main Street
  13. #21 – Greenlight Dispensary – 840 Timmons Ste 7
  14. #27 – Puffy’s LLC – 4025 Biernbaum Lane
  15.   #7 – CC Health – 1624 Discovery Circle

Once the certificate holders receive their registration from the state, they have 14 days to submit the rest of their information, including licensing plans and the $3,500 licensing fee, to the city finance office.

They have one year to open their dispensaries.

With the certification lottery now complete, city officials expect to receive more cultivation, manufacturing, and testing license applications. To date, one conditional use permit for a cultivation facility has been approved by the city.

According to City Community Development Director Vicki Fisher, no others had been received as of March 9.
