Rapid City teen dies in fatal crash; driver under investigation for vehicular homicide

RAPID CITY, S.D. — The Rapid City Police Department is investigating a fatal car crash as a case of vehicular homicide after the victim died from her injuries on September 22.

Around 1:25 a.m. on Wednesday, September 16, the RCPD was called to 3555 Sheridan Lake Road for a report of a single vehicle crash. The person who called the police said they saw a southbound passenger vehicle leave the roadway and strike a tree near the address.

When police arrived, they found the vehicle which had impacted the side of the nearby tennis facility. A male was found to be laying on the ground next to the driver’s side of the vehicle.

The driver was identified as 22-year-old Terrance Richard of Box Elder. Police noted the strong smell of an alcoholic beverage coming from Richard, who was transported to the hospital for treatment of serious, non-life threatening injuries that were sustained in the crash. Officers also located several alcohol containers inside the vehicle.

Officers also found a juvenile female, while searching the area, who had been ejected during the crash. Medical personnel began life-saving measures on the female who was transported to the hospital for the treatment of serious, life-threatening injuries. She succumbed to her injuries on Tuesday, September 22. She has been identified as 16-year-old Alexis Black Elk of Rapid City.

Due to his need for medical care, Richard was issued a PR bond for the vehicular battery and driving without a valid license after the crash. The Pennington County States Attorney’s Office has since updated now updated for the purposes of considering the crash a vehicular homicide.

Richard is scheduled to appear in court on October 20.
