Pine Ridge woman charged with twenty felonies

PINE RIDGE, S.D. — Frenchone One Horn (a.k.a. Frenchone Kills in Water), age 40, appeared before US Magistrate Judge Daneta Wollmann on Dec. 2 and pleaded guilty to twenty felony counts.

One Horn faces seven counts of Assault Resulting in Serious Bodily Injury, seven counts of Assault with a Dangerous Weapon, four counts of Maiming, one count Health Care Fraud, and one count Obtaining Controlled Substances by Fraud.

The maximum penalty is 10 years in prison and/or a $250,000 fine, three years supervised release, and $100 to the Federal Crime Victims Fund for all 14 of the Assault charges. The maximum penalty for the Health Care Fraud charge is five years in prison and/or a $250,000 fine, three years supervised release, and $100 to the Federal Crime Victims Fund. The maximum penalty for Obtaining Controlled Substances by Fraud charge is four years in prison and/or a $250,000 fine, one year of supervised release, and $100 to the Federal Crime Victims Fund. Restitution may also be ordered.

The charges relate to an alleged assault on five individuals with rocks in 2018 and 2019 in Pine Ridge for the purpose of committing health care fraud. These assaults resulted in serious bodily injury, and three of the victims required finger amputations. She also committed health care fraud by providing fraudulent information concerning the intentional assaults in order to obtain services and controlled substances, namely Hydrocodone.

All charges are merely accusations and One Horn is innocent until proven guilty. She was remanded to the custody of the US Marshal’s Service pending trial, set to begin Feb. 9, 2021.
