Pending the environmental study, available here, and compliance with the National Environmental Policy Act, the stealth bomber is expected to first arrive at Ellsworth AFB, where operational and training units will be housed before Dyess AFB and Whiteman AFB receive bombers as they become available. That was the plan announced in the spring of 2019.
