Rapid City Mayor Alan Hanks is preparing to set the 2011 budget for the city.
He says until the economy turns around the city will have to be extremely fiscally conservative.
“We want to make sure we provide the same level of service without having to lay off a single city employee. We do that by holding the line across the board and looking for any opportunity to save money," said Hanks.
Hanks says this will be the third year he has proposed a no-growth budget.
