Icy weather has brought down power lines and left about 10,000 customers without electricity across the state this weekend.
The South Dakota Rural Electric Association says 15 of the state's 28 electric cooperatives are reporting outages with about 6,000 polls brought down by ice.
It says it could be midweek or later before power is restored to all areas.
Wind gusts, forecast to exceed 50 mph in some parts of the state, could hamper those efforts.
Thirteen shelters have opened statewide with about 50 people seeking refuge.
Dozens of National Guard soldiers are working with co-ops in Eagle Butte to get powered restored and water working again on the Cheyenne reservation.
