Republican state leaders have pledged to pass a state budget that is balanced without using any of South Dakota's reserve funds.
Republican Governor Mike Rounds has proposed using $32 million in reserves to balance next year's budget.
But Senate Republican Leader Dave Knudson of Sioux Falls says the GOP majority plans to cut programs so spending is covered without using reserves.
Knudson says Republicans also will reject a part of the governor's budget that would require local property taxes to pay a bigger share of school district budgets.
House Democratic Leader Bernie Hunhoff of Yankton says he is pleased Republicans want to cut the budget. But he says the legislature also needs to take steps to curb spending in the long term.
