A plan by the city of Sturgis to annex about 1,800 acres east of town appears headed to a public vote.
Meade County earlier failed in its attempt to get a judge to issue a restraining order to stop the annexation.
But a bar owner who has threatened to move his business out of the annexation area is leading a referendum effort that appears to have gathered enough petition signatures to force a public vote.
The Sturgis council will receive the petition at its Monday meeting and could set an election date.
